Government Consistency

The Village of Caledonia has a Village President/Trustee form of government, with an elected clerk and an appointed administrator. Currently, the seven-member Village Board consists of six Trustees and the Village President. Trustees are elected to 2-year terms in the spring election. Three Trustee seats as well as the Village President are elected in odd-numbered years and three Trustee seats are elected in even-numbered years. Trustee seats are village-wide and each Trustee represents the entire Village. Caledonia’s Board is authorized to exercise Village powers. Trustees perform a number of policy functions, and the Village President has certain executive powers and duties. The Village Clerk is a two-year term in odd-numbered years.

Villages and cities are created by the Wisconsin Constitution to provide basic municipal government services, such as elections, property tax administration (collecting taxes for counties, schools and other governments, as well as for their own budgets), road construction and maintenance, recycling, emergency medical services and fire protection.  

The major duties and powers of all villages are spelled out in, Ch. 61 of the Wisconsin Statutes (which pertains specifically to village governments) and Ch. 66 of the Wisconsin Statutes (which applies to towns, villages and cities).
