About Caledonia

Caledonia is strategically located in northeastern Racine County, between Milwaukee and Chicago, with Interstate 94 on its western boundary. The Village is graced by spectacular natural resources, including several miles of Lake Michigan shoreline, the longest stretch of Root River in the county, a 100-acre regional wildlife refuge and over 1,300 acres of park land and open space. Caledonia's boundaries encompass 45.5 square miles and a population of over 25,000 residents.

Retail shopping can be found in the southeastern part of the Village along State Highway 32 and Four Mile Road and in the southwestern portion in Franksville on Highway K. Residents also take advantage of nearby shopping opportunities in the City of Racine, City of Oak Creek and the Village of Mt. Pleasant.

The Caledonia Industrial Park is home to many small and mid-size companies, including Midland Packaging and Quick Cable. The industrial park is in close proximity to I-94 and served by municipal sewer and water.

A large part of the Village’s population resides east of Highway 31 in Caledonia’s urban area. Much of the shopping is concentrated in this area, along with restaurants, banks, a post office, schools, churches and medical clinics.

The Village is served by a full-time, 24-hour police department and fire department. It also has a full-service highway maintenance and snow removal department, an engineering department, a building inspection department, and a parks and recreation department.

Transportation
The Village is served by U.S. Highway 41/Interstate 94; three state highways (31, 32, 38) and four county highways (G, H, K, and V). The City of Racine's Belle Urban System, a fixed-route bus, serves the Greentree Shopping Center on Douglas Avenue. Wisconsin Coach Lines USA also stops in Caledonia on its route between Milwaukee, Racine and Kenosha. The General Mitchell International Airport is located approximately eight miles away and is served by Wisconsin Coach Lines. The Chicago O'Hare International Airport is located about 60 miles south and is served by United Limo bus service, with stops at I-94 & Highway 20 (Mobil gas station) and other Milwaukee & Kenosha locations.

Two smaller airports serve the area: Batten Field, located adjacent to the Village on North Green Bay Road, and Sylvania Airport located in the Village of Sturtevant.

Amtrak passenger service to Milwaukee and Chicago is available in the Village of Sturtevant, just south of Caledonia on County Highway H. The METRA commuter rail service to Chicago and points in between is available in downtown Kenosha. There is a proposed plan that would provide commuter rail service (KRM) from Kenosha north to downtown Milwaukee with stops in Racine, Caledonia, and several stops in Milwaukee County.

In Spring 2002 the Village began a three-year neighborhood planning project, which is part of its comprehensive planning (Smart Growth) effort. The Village was divided into nine urban neighborhoods and the large rural area. Citizens and professional planners worked together to plan for transportation, parks and open space preservation, and business development.

Health Care
The Village of Caledonia, served by the Caledonia/Mt. Pleasant Joint Health Department http://www.mtpleasantwi.gov/Health, offers full-time local health treatment to residents via two facilities. In addition, residents can take advantage of the complete range of health care facilities offered by the three hospitals and seventy-one clinics located in Racine County. There are two full-service health clinics located in the Village of Caledonia. Of special interest is the Lakeview NeuroRehab Center, a residential community re-entry program for head-injured individuals, located in the Town of Dover. Finally, St. Luke’s Hospital and St. Mary’s Medical Center (Wheaton Franciscan Healthcare) in Racine and Memorial Hospital in Burlington provide landing facilities for the Flight for Life helicopter. This helicopter is specially staffed and equipped to provide airborne emergency service to critically ill or injured patients being transported either to or between medical facilities.

Village Government
The Village of Caledonia has a Village President/Trustee form of government, with an elected clerk, an appointed treasurer and an appointed administrator. Currently, the seven-member Village Board consists of six Trustees and the Village President. Trustees are elected to 2-year terms in the spring election. Three Trustee seats as well as the Village President are elected in odd-numbered years and three Trustee seats are elected in even-numbered years. Trustee seats are Village-wide and each Trustee represents the entire Village. Caledonia’s Board is authorized to exercise Village powers. Trustees perform a number of policy functions, and the Village President has certain executive powers and duties. The Village Clerk is a two-year term in odd-numbered years.

Villages and cities are created by the Wisconsin Constitution to provide basic municipal government services, such as elections, property tax administration (collecting taxes for counties, schools and other governments, as well as for their own budgets), road construction and maintenance, recycling, emergency medical services and fire protection.

The major duties and powers of all villages are spelled out in, Ch. 61 of the Wisconsin Statutes (which pertains specifically to village governments) and Ch. 66 of the Wisconsin Statutes (which applies to towns, villages and cities).
